-- Developer Notes set to new value:
The MgFeatureInformation::ToXml method converts the feature data to XML form.  This method is used by the AJAX viewer as part of the tooltip display mechanism.  The feature data includes the tooltip, the hyperlink, and the feature properties.

The bug was simply that the ToXml method was not properly encoding the hyperlink for XML (all the others were getting encoded).
