  This is an annoying and confusing bug but there is a workaround, so, I didn't give it a P1 status.

Note that the fix is quite easy to implement.

- Steps to Reproduce set to new value
  1.  Invoke Site Admin and go to the "Add User" page.  
2.  Define a new user and hit Save.
3.  The Site Admin should now be displaying the "Manage Users" table with the new user selected.  
4.  Hit the delete button on the toolbar.  Notice that Site Admin incorrectly pops up a message box stating that the user cannot be deleted.
5.  Hit OK in the message box to return to the "Manage Users" page.
6.  Select a user other than the user to be deleted and then reselect the user to be deleted.
7.  Hit the delete button again.  Notice that the Site Admin correctly handles the situation now.

  The problem is the initial value for a flag which indicates whether or not it's OK to delete the selected user.  This flag is initially set to a value of '1' and it should be set to 'true'.

  With this defect, when a user enters the User Management page and the current selection is any user other than the built-in accounts, the delete function will incorrectly not be available.  

The workaround is to select another user and subsequently reselect the user to be deleted.
