  If a user adds a custom search menu option to their weblayout the default syntax when it's built does not wrap single quotes around $USER_VARIABLE.

Regardless of which operator the author is using for comparison without the quotes the $USER_VARIABLE will not be interpreted as a variable and hence the search will fail everytime without any error to the map user.
