1. Add a layer to any project that contains a data field with a url structured as shown above.
2. Add this layer to a map, then to a web layout.
3. While viewing the weblayout hover over the layer in question and make note of the url displayed. Try this in both viewers to see the extra padding added for the DWF viewer
4. Ctl + Click the hyperlink in both viewers to view the results.

URL Activated for Feature has strange behaviour for DWF viewer, but works as expected for AJAX viewer. In a sample dataset I have enabled the URL for one of the property fields. The field happens to be structured as follows:
http://MySite.ca/GetFeatureAttributes.xml?FeatureId=10105
In AJAX viewer this works fine however in the DWF viewer, the characters following the = operator are padded with single quotes which makes the navigation fail:
