  Currently a web layout is only authored in a single locale.  This means that all of menu item names and tooltips are only definable in a single language.  We should be able to use the LOCALE parameter in the web layout URL to use the proper strings. This would also mean the the web layout resource would need to change so that it can store localized versions of the strings.
