[mapguide-psc] PSC vs DEV list

I am ok with either approach, merging the discussions all onto 
mapguide-dev or  keeping  mapguide-psc just for process. My guess is 
that we will always wind up with some cross posting if we keep both, so 
getting rid of  mapguide-psc may be the best choice.
