PSC Guidelines Updated

All,

I completed my update of the PSC guidelines today. Consider the posted 
version the final draft. When looking it over please give careful 
consideration to the Process section, which is the most heavily updated. 
I tried to clarify everything discussed in the meeting and few other 
items that were nagging me as well.
