Under your new development directory, have you set up the virtual directory
as an application in IIS and specified that it use .NET 2.0 instead of an
older version.  Under that folder, do you have a bin directory?  In the bin
directory, you need the MapGuideDotNetApi.dll and MapGuideUnmanagedApi.dll
files.  You also need to copy the webconfig.ini file from the web extensions
folder to the root of your application.  These are basically the same steps
you took when setting up the sample application.
