Fatal Error

I have installed Mapguide Open Source and after calling a php file I get
this message:

 

Fatal error: Call to undefined function MgInitializeWebTier() in
C:\Inetpub\wwwroot\MapserverSites\viewer2\index.php on line 34

 

 

What is wrong here?
