setting initial map center view

Hi all,

can I know how to set the map view scale when i open the map.
I can pass the lat long to the task frame, how ever when i try
to use zoomtoview functions, it gave me such error...

can i know how we can set the initial map scale centre on the page load?
I have attach my code as well. maybe it can help you guys to understand my
situation
