Why didn't fix raster error on non english OS.

Hi guys.

I'm using winXP Pro (TR language)  raster provider don't work in non english
operating systems. When i try on english WinXP Pro everything is OK. 

Can anybody solve this problem? or anybody have an idea for solve this. I
don't want to buy a new Win XP license.
