Adding Non Fixed Locations

HI everyone,

I need to add a point location to a map,  the user will enter the lat long
value through form and i need to generate the point on the map at runtime.
this point is also to be saved with the map.
basically i need to add / delete points at run time through Form

 can any one guide me to the code or some reference which help me to code
