That would be analogous to the standard layer Tooltip.  It sounds like you
may be creating layers manually.  You may want to download the trial version
of Autodesk Studio
(http://usa.autodesk.com/adsk/servlet/item?siteID=123112&id=7446080) or use
Web Studio to create your layers.
