how to add point to map (i know position :x,y)

hi

How to add a point( ex. symbol in *.jpg ) to map when i
know position  x and y.

the symbol sould be selectable (i will take key or name of this symbol 
to work whit database stored information about this object)

my ex data:

x=32581.388438408863
y=33498.9277005889
