[MapProxy] Tile Source used as an overlay obscures underlying sources

The requested layer merges the following sources (from bottom to top):
- Traffic flow depicted as coloured lines
- Road labels
- Traffic incident icons
The first time the image is requested the source layers are merged correctly, on subsequent requests when the road labels are retrieved from the cache they obscure the traffic flow beneath.
