I have solved the problem by merging the sources at the cache level :

layers:
   - name: Photos and Routes
     title: Photos and Routes
     sources: [photos_routes_cache]

caches:
   photos_routes_cache:
     grids: [pseudo_mercator]
     sources: [photos, routes]
