[MapProxy] New MapProxy 1.9.0 release

We are pleased to announce the release of MapProxy 1.9.0. It
contains a lot of major and minor improvements.

To upgrade within your virtualenv:

    $ pip install --upgrade --no-deps MapProxy

### Support for ArcGIS REST services

You can now directly integrate ArcGIS services without the need to enable WMS support.

### Band merging

The new band merge feature allows you to create false-color or grayscale images on the fly, by selecting different sources for each (color) band.
