[MapProxy] repack tiles to sqlite

Hi there!

Since I'm on a maching with 32 cores right now, I can't directly seed
to sqlite or mbtiles. I'm getting locks all the time, which crashes
MapProxy after some seconds.

So it would be great for me to write to SSD first and create sqlite
or mbtiles afterwards.

"mapproxy-util export" only seems to support mbtiles, but not "normal"
sqlite, doesn't it? Do I need to write my own tool or shall I play
around with cascaded layers?
