[MapProxy] Re-seed Existing Cache Only

Is it possible to refresh MapProxy's existing tile cache without also
seeding new tiles that weren't previously cached?  Using "refresh_before"
(at least in v1.9) appears to also seed tiles that weren't previously
cached.

The tiles in our cache are spread over every country and zoom level.  It
would be impossible to define a coverage that represents them all.
