[MapProxy] FileNotFoundError coverages seeding

Hi,


Did you install "libgdal-dev" ?

And if so and the problem persists, it is very likely related to this:

https://github.com/mapproxy/mapproxy/issues/600


This has been fixed in the current master, but there is no relase yet 
which includes the fix.

If i remember correctly, this issue only exists on ubuntu 22.
