[geojquery] jQuery and Openlayers integration

Hi Tim,

that sounds great!

We having made any choices on technologies yet, though I hope we go down 
the keep it simple path. Probably using a simple build script (the full 
power of Maven isn't needed) and probably QUnit for testing (as is 
nicely integrates with jQuery). But as I said, we pretty much still in 
flux, so nothing definitive here (just my person preference).
