[MapQuery] what's ECWP?

ECWP is a proprietary layer type for streaming raster imagery, popular in
Australia where it's developed.  It dumbs down to WMTS when the special
browser plugin isn't available.  You can see it in action here:
http://iws.erdas.com/OpenLayers_and_iws.htm

You probably don't need to include this into core, a way to extend it would
be sufficient.
