  mapogcsld.c: remove dead code

This code seams to be dead since 355f0a9873548acad436c62c5d4c89be16f9401a
There's no place win mapogcsld.c here ->layerinfo would be set. And
code coverage by msautotest also shows it to be unused. So bye bye.
