  Update the MapServer OpenLayers Viewer to use OpenLayers 10.4 (#7218)

* Remove redundant error

* Avoid drawing the Map when returning the OpenLayers template via WMS

* Update template strings to ol10 and add new MS_OPENLAYERS_CSS_URL environment variable

* Add test map and test cases for CGI and WMS OpenLayers output

* Update default URLs to use mapserver.org and remove scrollbar

* Update src/maptemplate.c
