  Do the fontconfig detection on all platforms, not only MacOSX (#7375)

Fixes mapcairo build on OpenBSD, when fontconfig isnt installed in the same
prefix as cairo.

/usr/local/include/cairo/cairo-ft.h:50:10: fatal error: 'fontconfig/fontconfig.h' file not found
