  Restore the missing first line of the licence grant in four headers

src/mapquery.h, src/mapraster.h, src/maprendering.h and src/mapserver.h
begin the MIT permission notice mid-sentence, at "copy of this software
and associated documentation files".  The opening line was evidently
lost at some point.

Add it back, taking the wording verbatim from src/mapshape.c, where the
grant is complete.  Comment text only.
