[Mapserver-dev] KEYIMAGE at the layer level?

Steve, and all,

You may have seen this post to mapserver-users today where someone was 
trying to use KEYIMAGE with a 24 bits RGB raster and couldn't do it. The 
problem is that you need a CLASS to set the KEYIMAGE, but you cannot 
have CLASSes in a 24 bits RGB raster layer.

What would you think of adding KEYIMAGE at the layer level as well? That 
would solve the problem of specifying the legend icon for 24 bits RGB 
rasters, and also for WMS layers which don't have classes. Actually that 
might also help with OGR layers using STYLEITEM AUTO.
