[Mapserver-dev] Thread safe issue

OK, I have incorporated a TLOCK_TTF into MapServer 3.7, and modified
all calls to gdImageStringTTF() to go through a cover function,
msGDImageStringTTF() in mapgd.c that acquires and releases the lock.

Let me know if you encounter any problems with this change.  I have test
built it, but not test run it.
