[Mapserver-dev] 3.6.4 release

Steve,

What would you think of releasing 3.6.4 as the official stable release? 
There have been a few fixes since the 3.6.3 release in October and some
Windows users have been asking about them.

I could tag the source as rel-3-6-4 tomorrow if you are ready to post
the release to the website.
