64 symbols is small but 100 layers is more than most people will ever 
need, you need a very specialized application to user over 100 layers. 
Increasing the default value to 256 layers would be a waste of memory 
usage for the 99% of the users that don't need more than 20 layers.

Instead I think we should put a higher priority on bug 302 which is 
about the dynamic allocation of layers, classes, so there would be no 
hard limit at all:

I could reassign this one to myself and try to get it done for v4.1, 
whadyathink?
