Are you referring to the new config option that was added by Frank a few 
weeks ago?  It's there in 4.2 only but it's not documented yet AFAIK, so 
I have created a bug about documenting it:

Also note that you can always set the PROJ_LIB environment variable to 
specify the location of the projection files. This is a PROJ4 feature 
and will work in any version of MapServer.
