I think we should really make this the default in WMS mode.

How'bout we just add a warning in the WMS GetCapabilities if one of the 
layers is missing a projection definition?  This is a requirement for 
WMS in general anyway as soon as you advertize more than one SRS, so 
this warning could help in other areas.
