Mapscript Ruby patch

Howard,
Attached a patch against the CVS which fixes the compilation of mapscript-ruby
and mapscript-perl.

Two suggestions:
1. File organisation

mv mapscript/mapscript.i mapscript/common.i

mapscript/ruby/mapscript.i:

%include "../common.i"
// Ruby specific:
%include "../mserror.i"
...

This would save many ifdefs and make maintaining a specific mapscript binding
easier, IMHO.

2. Add mapscript_wrap.c to the distribution (it's at least not in the CVS)
