[Mapserver-dev] OGC Service Exceptions

I'm starting to realize that we're having multiple outputs of OGC
Service Exceptions in WMS,WFS and WCS code.

I'd like to propose the idea of a single function (maybe in mapows.c) :

msOWSPrintServiceException(char *version, char *code, char *locator)

...which gets called appropriately by WMS, WFS, WCS.

If people this is a good idea, I will do an analysis for review then
draft initial code.
