[Mapserver-dev] GetLegendGraphic output for raster layers

I'd say that using KEYIMAGE is the way to go. Scanning the raster would 
be a bit expensive IMHO. Either way I think you should file an 
enhancement bug and CC enough of us on it to get someone to volounteer 
to do it... or wait post-4.4.  ;)
