DWithin using a polygon on MapInfo tab file(OGR)

Bart,

  I have updated bug 1335 and commited the fix. Is it possible to test
with latest CVS version. I don't think there is going to be a 4.4.3
version since the 4.6 is about to come so I did not port the fix in that
branch.
