No special reason to not include it, just that we never had the time or 
the need to add it to PHP MapScript.

With respect to SWIG MapScript (Perl, Python, etc.) I don't think there 
is a need for a special class since the object contains only properties 
and no methods, so it is exposed by default by SWIG.

It's in the CVS HEAD version now (4.7 dev).
