Ready for 4.8.0-rc1?

With Dan largely out until the 3rd I don't believe a branch was created. Should be ok.

I just noticed that mapthread.c was missing a lock name for 
LAYER_VTABLE lock id. I committed a fix (mapthread.c: 1.15)
and if 4.8.0 is already branched, then this fix should be 
back ported to the branch.
