Ready for 4.8.0-beta1

Hi Steve,

I have tagged the source for 4.8-beta1. Could you please post the 
package to the website when you have a chance?

Actually, since we plan to switch to the new website at the same time as 
the release, shoudl we consider posting the betas on the new website? I 
looked at the currentl download area of the new site at 
http://ms.gis.umn.edu/download/ and there is no natural fit for multiple 
releases and betas at the same time. Howard, is this area still being 
worked on?
