CVS for Fernando Simon

As per RFC-7, I would like to propose:

1- Adding CVS access for Fernando Simon from UNIVALI (Brazil) for the 
maintenance of the Oracle Spatial support. Fernando has been looking 
after maporaclespatial.c for a while already, but didn't have his own 
CVS account

2- Removing of Rodrigo Cabral's CVS account. I checked with him already 
about this, he was the original maintainer of the Oracle support but he 
has moved to another job and is not planning to need a CVS account to 
work on MapServer in the forseeable future.

Of course, this assumes that Fernando has read and understands the 
procedures in RFC-7: http://ms.gis.umn.edu/development/rfc/ms-rfc-7/
Fernando: can you please send a reply to this list to confirm that?
