Duplicate token id in mapfile.h

Hello,

There is one duplicate token id in the mapfile.h, namely 1098 
for POSTLABELCACHE and FORCE. Is this intentional?  

Secondly, would it make sense to change those #defines to one enum?
My reasoning is if you have an enumerated list it is not good to 
try to keep it up-to-date by hand.
