WFS Server default namespace prefix

OK, filed http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1461

Picking a namespace: http://www.w3.org/TR/REC-xml-names/#ns-decl.  It
doesn't have to point to anything.
