Minor render bug...

1st, I'm not sure if I should report this here first or directly to
bugzilla?
With an embedded legend in RGBA mode, the symbols are showing transparent to
the streets below. The problem doesn't exist in PC256 mode. It seems to
only be a problem where a symbol came from a PNG file.
Please excuse my really ugly maps. I am in the middle of testing the
integration with one of our products.
