RFC 4 and 5

Folks,

It looks like RFC 4 (raster resampling options) has passed with the
caveat that I should address WCS resampling as well.  I will proceed
to commit the changes. 

I would like to review the issues Daniel brought up with RFC 5 
(reprojection at the horizon) before that one is finalized.  In any event
I wouldn't be able to work on it till next week at the soonest.
