MS RFC: Layer Plug-in Architecture

Hello, 

Thank you for voting, the proposal passed with +4 and without any
vetoes. I created a master bug (1477) for this proposal and updated
the proposal with voting information.

I will start implementing ms-rfc-3 during the next week and I hope
that I have something to show at the beginning of October. I am traveling
so I am not reading my emails during that time.

The patch for proposal is at the end of this email, it is also located
here in case of that it gets mangled:
ftp://ftp.extendthereach.com/get/jaa/mapserver/ms-rfc-3-vote.patch

When I come back I will post a next RFC to actual implement that
external plug-in interface.  This will be much more narrower in scope
than RFC-3 and I expect both of them to be ready by Oct. 17th.
