RANGE support incorporated for rasters

Bill and others,

Per http://mapserver.gis.umn.edu/bugs/show_bug.cgi?id=1673, I have added
range coloring support rasters in 4.9.  It can be backported to 4.8.2 if
desired, but there is a bit of risk involved.

Wow, now I have actually used the feature!
