[wfs_maxfeatures = 0] Proposed Future Change

Hey all,

I'm planning on modifying mapserver 4.6 & 4.8 sources to include 
wfs_maxfeatures = 0 support.  In essence, the modification would cause 
wfs_maxfeatures = 0 to return 0 features, upon a GetFeatures WFS 
request, rather than its current behavior of ignoring the 0 and 
returning all features.
