I share your concern about the postgis code and would be ok with your suggestion based on your work with Umberto in the past. Still, Refractions is the owner of that code and it would be nice if they would ok broader maintenance. (Although looking at the revision history most of the changes have been made by non-Refractions staff).
So, +1 for me pending support from Paul...

I propose that we give commit privs to Umberto to work on stuff like
this. He has submitted many patches for MapServer and MapScript, and
otherwise it seems like mappostgis.c is at risk of becoming poor
supported.
