mappostgis.c maintenance (Re: Release Candidate 3)

Well, Umberto hasn't asked to be a committer, but it would be great  
if he would. Java apps will stress MapServer like nothing else, and  
MapServer will either have to get better in that area or concede all  
the enterprise/java domain to MapGuide. As the cutting edge Java  
mapscript guy, Umberto could help out a lot.
