Website Issue

On the mapserver website when i go to this page:

http://mapserver.gis.umn.edu/portal_cache_settings/rules/?searchterm=caching

When i try to read any of the files there i get this error message (for example: http://mapserver.gis.umn.edu/portal_cache_settings/rules/httpcache/):
